In general it should be safe for experienced users. I didn't try such
upgrade recently but some time ago I upgraded several machines with only
few issues. Like KTorrent (KF5) in rosa2016.1 couldn't properly load
torrents from KTorrent (KDE4) used in rosa2014.1.
But maybe there are can be issues with new kernel, X Server etc.,
depending on used hardware.

2017-2018, 1.5 more years.

Important security fixes, minor version updates, browsers and other
more or less important things. As LTS it shouldn't be bleeding-edge :-)
But one big major version update is planned, it's ffmpeg 3. Because
without ffmpeg 3 we cannot update Chromium with all required codecs

Yes. It has better integration with KF5/Qt5 applications than in
rosa2014.1. And most KDE applications are now KF5-based. But
plasma-applet-py-cashew no longer works because of changes in
sip/pykde4 (so very annoying cashew thing is back on desktop).
